Here a situation that occurred in a Wisconsin High School game recently

Here is the situation

A runner on first broke from the bag as the pitcher's hand was crossing her hip. Video replay shows that the runner would have had perfect timing had the pitcher actually released the ball.

However -- here is what ensued.

The runner broke from the bag on a steal attempt as the pitcher's arm circle reached the point at where it was safe to leave the base because the timing would be perfect for actually leaving the base at the release of the pitch.

But, the pitcher did not release the pitch. The runner, a bit confused stopped and the pitcher turned to look at her. The runner then headed for second base. The pitcher pivoted and threw to the bag where the shortstop caught it and tagged the runner as she slid into second base.

The base umpire called the would-be base stealer out. There was a discussion after that and after the umpire discussion the two officials stuck to the base umpire's call. The runner was out.

Rule 6, Article 2 About the Pitch
a. the pitcher starts when the pitcher's hands separate after they have come together while the pivot foot is in contact with the pitcher's plate

Rule 6, Article 3 - A legal delivery shall be a pitched ball that is delivered to the batter with an underhand motion.

a. The release of the ball and the follow-through of the hand and wrist must be forward past the vertical line of the body.
b. The hand shall be below the hip and the wrist not farther from the body than the elbow.
c. The pitch shall be delivered on the throwing arm side of the body and not behind the back or between the legs. 
d. The pitch is completed with a step toward the batter.
